Job Summary

Athabasca Tribal Council (ATC) is seeking a highly motivated and detail-oriented Office Manager (CFS) to support the administrative and financial operations of the Child and Family Services department. Reporting to the Finance Director, the Office Manager (CFS) leads a dispersed team and plays a key role in coordinating a variety of operational tasks, including departmental administration, financial reporting, contract and lease management, file and data maintenance, and staff logistics. The ideal candidate will be proactive, adaptable, and a resourceful team player with an analytical mindset and a demonstrated ability to solve problems effectively.

DUTIES & RESPONSIBILITIES:

  • Administrative & Operational

    • Lead and coordinate a diverse team to support effective day-to-day operations across administrative, financial, and site functions.

    • Provide daily administrative support to the CFS department ensuring alignment with organizational Finance practices

    • Manage work procedures, documentation, and filing requirements related to CFS.

    • Coordinate logistics for departmental bookings including travel arrangements, accommodations, and vendor services

    • Manage building operations of remote CFS locations (ATC Fort Chipewyan Family and Wellness Center & Community Sub-Offices)

    • Oversee fleet maintenance for the department’s vehicles.

    • Support the onboarding process of new team members by facilitating necessary administrative tasks.

    • Manage lease agreements, service contracts, and related documentation in accordance with the departments Delegation of Authority DOA.

    • Explore and facilitate direct billing opportunities with vendors; liaise with Finance to complete applications and ensure vendor accounts are properly established.

    • Act as CICIO Lead for CFS, ensuring compliance with relevant data protection and privacy protocols

    • Navigate both internal and government systems for financial reporting, documentation, and compliance.

  • Financial

    • Coordinate and reconcile departmental expenditures in alignment with approved program guidelines, either independently or in a support role.

    • Support financial reporting specific to CFS on a monthly, quarterly, and annual basis.

    • Review, allocate, and adjust expenditures to align with departmental budgets and funding agreements.

    • Liaise with finance to establish and manage client-specific general ledger (GL) accounts.

    • Ensure invoices are properly coded, processed with required backup documentation and approved in accordance with the Delegation of Authority (DOA).

    • Prepare and submit timely reporting to funding agencies and internal leadership.

    • Serve as the ATC lead for the annual ISC CFS audit, ensuring full compliance and readiness.

    • Liaise with Indigenous Service Canada for relevant programming to provide ATC CFS team with most relevant information

    • Assist with the planning, coordination, and execution of events, special projects, and organizational initiatives, ensuring timely support and effective collaboration across departments.

    • Perform additional duties as assigned to support the organization’s goals and operational needs.

QUALIFICATIONS AND SKILLS

  • Post-Secondary Education in Business Administration, Finance, Office Administration, or related field.

  • 2+ years of progressive administrative or financial management experience.

  • Demonstrated ability to manage multiple tasks in a fast-paced and evolving environment.

  • Strong interpersonal skills and ability to work with a cross-functional and dispersed team.

  • High level of proficiency with Microsoft Office (Excel, Word, Outlook).

  • Experience with SAGE 300 or similar financial systems.

  • Strong knowledge of basic bookkeeping principles, office management systems and procedures.

  • Experience working within Indigenous or non-profit organizations is preferred.

  • Ability to occasionally travel to support remote office management.

  • Knowledge of Cree and/or Dene is an asset.

REQUIREMENTS

  • Clear Criminal Record Check with Vulnerable Sector Check.

  • Clear Child Intervention Record Check.

  • Class 5 Drivers License with a clear Drivers abstract.
