Job Summary
The Manager, Intervention Services leads culturally grounded programs that support the safety, stability, and wellbeing of First Nations children, youth, and families. Reporting to the Director of Child and Family Services, this role oversees child protection, family support, intake, and placement services in alignment with the Child, Youth and Family Enhancement Act, while centering community values, the priorities of the Nations served, and the forthcoming ATC Family Wellbeing Law. Guided by principles of reconciliation, cultural continuity, and family preservation, the Manager works collaboratively with families, Elders, community members, and service providers to promote healing and strengthen family and cultural connections. The role also oversees program planning, implementation, evaluation, and continuous quality improvement, with a strong focus on Indigenous-led, trauma-informed practice.

Duties and Responsibilities

  • Provide leadership, direction, and mentorship to Supervisors and casework staff across Intervention and Kinship/Foster Care programs, fostering a supportive team culture built on accountability, cultural safety, and professional growth.

  • Support staff in managing complex and high-risk cases, ensuring decisions are trauma-informed, culturally grounded, and compliant with relevant legislation, policies, and standards.

  • Ensure effective and efficient program delivery that integrates community and cultural values, aligns with strategic plans, meets professional and legislative requirements.

  • Develop, implement, and monitor family and wellness plans, evaluating progress, placement stability, and overall child safety and wellbeing.

  • Engage families, Elders, and communities early in the decision-making process through Family Circles and culturally appropriate engagement models that honour Cree and Dene traditions, language, and teachings.

  • Utilize prevention and restorative strategies that strengthen families, preserve cultural identity, and build community capacity to keep children safely within their families and Nations.

  • Integrate Indigenous knowledge, traditional healing, and land-based practices into programming, caregiver support, and service planning.

  • Build and maintain collaborative partnerships with Indigenous leadership, government ministries, external service providers, and community organizations to enhance service delivery and cultural alignment.

  • Lead strategic transformation initiatives and continuous improvement efforts through audits, feedback mechanisms, policy updates, and training that reflect community voices and jurisdictional goals.

  • Manage program budgets to ensure accountability and alignment with organizational goals.

  • Prepare reports, briefings, and recommendations for senior leadership and contribute to cross-departmental collaboration with other ATC departments.

  • Perform other duties and responsibilities as assigned to support organizational objectives.

Qualifications and Skills:

  • Bachelor’s or Master’s degree in Social Work or a related human services discipline.

  • Minimum of 5 years of progressive experience in child and family services, including at least 2 years in a supervisory or management role.

  • Eligibility for registration with the Alberta College of Social Workers.

  • Successful completion of Alberta’s Delegation Training Program.

  • Strong knowledge of Alberta’s Child, Youth and Family Enhancement Act and related legislation.

  • Proven leadership ability in managing multidisciplinary teams.

  • Experience in Indigenous communities and knowledge of Indigenous family systems, traditions, and cultural practices.

  • Strong understanding of Cree and Dene cultural teachings, traditions, and community protocols.

  • Excellent organizational, communication, and interpersonal skills.

  • Proficiency in report writing, data tracking, and program evaluation.

Requirements:

  • Clear Criminal Record with Vulnerable Sector Check.

  • Clear Child Intervention Record Check.

  • Class 5 License with a clear Drivers abstract.
